The Center for Better Living (hereafter referred as to CBL) is a nonprofit foundation established under the approval of the Minister of Construction (at present, the Minister of Land, Infrastructure and Transport (hereafter referred to as the Minister)) in 1973. When CBL was established, the main concern of Japanese housing policy was shifting from "how to cope with the shortage of dwellings" to "how to improve the quality of housing". CBL has been contributing to improvement of housing quality carrying out the "Quality Housing Components Certification System" which is our core activity. In recent years, to meet the present social needs concerning a rapidly aging society, changes in people's sense of values, the environmental problems of the earth, and the spread and expansion of ISO standards, CBL has expanded its scope of activities and has started building permission and inspection services, housing performance evaluation services, ISO certification services, and evaluation services of new technologies in the field of housing and housing components. |
